Establishing a Family-Type Orphanage

We have compiled information for families who wish to create a family-type orphanage (FTO). This compilation includes information on who is able to create FTOs, age limitations for foster parents, and what qualifications they should have. The goal of the project, which is carried out by two funds: the Global 2000 for Children of Ukraine and the Volunteers: Adults to Children Funds, is to support the development of new FTOs so that kids can grow up in families. We’ll keep gathering data that will be helpful to foster parents in the future.

One way of raising orphans and children deprived of parental care is to establish family-type orphanages, which Ukrainian citizens have a right to. According to the Family-Type Orphanage Regulation, which was authorized by Ukraine’s Cabinet of Ministers Resolution No. 564 dated 04/26/2002, there should be between 5 to 10 kids in FTOs.

Children must stay in their FTO until they turn 18. In the case of continuing education in a vocational or higher educational institution, children should stay with their foster families up until the age of 23 or until the completion of the educational institution.
